This is the one time during the year when Brockport Central benefit-eligible* employees have the opportunity to enroll in, change, or cancel a medical and/or dental plan without a qualifying event, and/or to sign up for a Flex Spending Account (FSA).  New this year….FSA enrollment will be available online only and accessible 24/7 during the open enrollment period!

**Please note: The plan year runs from January 1st – December 31st. Your designated amounts will be deducted in only 18 equal payments (12 between January – June, and 6 between October and December), beginning with your January 11, 2019 paycheck.**

This brochure details tax savings information regarding FSAs, eligible medical expenses, a FSA Expense & Tax Savings Estimate Worksheet and all of the benefits of having your FSA with Benefit Resource, Inc. Also, please find attached the information on how to enroll online for your Medical FSA and/or Dependent FSA, as indicated by checking the box(es) that apply. If you are interested in enrolling, please ENROLL ONLINE no later than Thursday, November 15, 2018. Soon after, you’ll receive more information regarding your Beniversal Card and how to access your account online and through your mobile phone. PLEASE REMEMBER – If you wish to participate, you must enroll each year. Elections from previous plan years are not automatically updated.


The maximum contribution for the medical, dental and vision FSA is $2,650 per plan year. This account may be also be used for the purposes of Dependent Care and allows a participant to pay for the cost of dependent care on a pre-tax basis up to $5,000 per household. The maximum amount you can set aside per calendar year for reimbursement of eligible dependent care services, as defined by IRC Section 21(b), is limited to the smallest of the following amounts: $5,000 if single or if married and filing jointly; $2,500 if married and filing separately.


Plan your deductions carefully. Money left in the account at the end of the year is forfeited (commonly known as the “use it or lose it” provision). While you have 60 days from the end of the plan year to submit your expenses, we encourage you to submit your claims for reimbursement as soon as possible, as there is not an extended grace period (EGP).


Please note: Only those employees new to BRI will receive a new Beniversal MasterCard. Those who already have an account with BRI will NOT receive a new Beniversal MasterCard, so please keep and continue to use your card.


If you leave employment with the District at any time during the plan year, only expenses that were incurred during your employment period will be honored. Claims for reimbursement must be submitted within 60 days from your separation of service with the District.

You may find Summaries of Benefits and Coverage (SBC) for all plans, along with any legally required notices (legally required notices are attached for your convenience), by going to , then click Benefits on the right. You will also receive a separate email which will include your 2019 rate sheet.


If you choose to change your plan, please contact me so that a new application can be completed. Please allow ample time, as completed forms for changes or enrollment must be received in the Human Resources Office no later than Friday, November 16, 2018. Any change in coverage selected during this Open Enrollment period will begin on January 1, 2019.


Great news this year….benefit costs actually either went down, stayed the same, or went up only 1% for 2019!! As a reminder, please refer to your bargaining unit contract/agreement for your rates, and /or checkyour email for the 2019 Rate Sheet. Please be mindful of the new rates for 2019 so you may plan accordingly.


Please note: If you do NOT want to make any changes to your current plan, then no action is required on your part. You will simply continue to remain in your current plan.


*For those employees who are not eligible for medical and dental insurance and are actively working, you may choose to purchase the SB Bronze coverage, and P&A Group will bill you directly. Please note:

** Guidance from Excellus came out last year regarding retirement no longer being a qualified event. If you believe that you are going to retire anytime between January 2, 2019 and December 31, 2019, do not currently have health insurance with the district, but plan on picking it up in retirement, please consider enrolling now. If you do not enroll now, and you decide to retire on within that time frame, you will have to wait until next year’s open enrollment to pick up health insurance.
