What is MTSS and why is it important?

  • “Multi-Tiered Systems of Support (MTSS) is a school-wide framework for implementing effective instruction. MTSS Involves efficiently targeting instruction to student needs based on screening and diagnostic assessments” (The Reading League, 2022. Science of Reading: Defining Guide).

    MTSS Tiers include:

    • Tier 1 - Universal or core instruction.
    • Tier 2 - Targeted or strategic instruction/intervention.
    • Tier 3 - Intensive instruction/intervention.

    MTSS is about focusing first on meeting student needs through effective implementation of Tier 1 instruction and then proactively planning to identify students who may be at risk. The purpose of the assessment system is twofold: (1) identify students who are at risk and (2) to use data to modify and adjust classroom instruction to meet student needs at Tier 1. 

    MTSS services shall be made available to students with disabilities on the same basis as non-disabled students, and shall be consistent with a students’ individualized educational program.

Benchmark Assessments

  • Benchmark assessments are administered to students in grades K-8, three times per year. 

    The results from these assessments will be used to determine each child's current academic performance and progress in mastering New York State standards. These assessments will assist faculty and staff in determining baseline academic and social emotional behavioral skills, and measure progress toward their grade-level goals.

    Faculty and staff will begin to identify student strengths and potential areas for growth. When a child shows additional need for support, MTSS services are provided in order to address the barriers which may be standing in the way of a child making adequate progress. These services will be provided to target specific skills in addition to regular classroom instruction. 

    Should a child qualify for these additional services following the benchmark assessments, the school will contact the family directly.

  • A copy of the district’s Response to Intervention Plan, which includes information on Academic Intervention Services (AIS), can be requested by contacting the Office of Instruction.
